PERSATUAN ALUMNI PEGAWAI TADBIR DAN DIPLOMATIK
(ALUMNI PTD)
Persatuan Alumni Pegawai Tadbir dan Diplomatik atau Alumni PTD, No. Pendaftaran PPM-003-14-19041989 dan telah didaftarkan pada 19 April 1989, adalah merupakan sebuah organisasi bukan kerajaan yang dianggotai oleh pesara-pesara ataupun bekas pegawai yang pernah berkhidmat dalam Perkhidmatan Tadbir dan Diplomatik, yang dikenali pada masa awalnya sebagai Perkhidmatan Awam Malaya (MCS). Perkhidmatan Tadbir dan Diplomatik, pada umumnya dianggap sebagai perkhidmatan utama dalam kerajaan Malaysia.
Persatuan ini ditubuhkan untuk membolehkan bekas anggota PTD bertemu dan terus memupuk hubungan yang rapat serta menjalankan aktiviti-aktiviti yang menarik kepada mereka, terutamanya dalam hal-hal kebajikan ekonomi dan sosial. Matlamat yang lebih penting, bagaimanapun, adalah untuk menyediakan satu platform bagi ahli-ahli untuk terus berkhidmat kepada negara dan masyarakat, termasuk memberi bantuan dalam pelaksanaan dan pencapaian dasar-dasar kerajaan, memperkukuhkan hubungan antara sektor awam dan swasta, dan memberi pandangan dan pendapat yang jujur serta membina sebagai maklum balas yang berharga kepada Kerajaan hari ini, dan juga menyediakan khidmat kepakaran sekiranya diperlukan.
Persatuan kini mempunyai lebih daripada 700 ahli, kebanyakannya telah berkhidmat lebih daripada 30 tahun dalam Perkhidmatan Awam dan ramai yang memegang pelbagai jawatan pentadbiran dan kepimpinan tinggi di dalam Kerajaan. Ini termasuklah di peringkat-peringkat Kementerian, Kerajaan Negeri, Jabatan Persekutuan dan Agensi serta Organisasi Antarabangsa yang terkemuka di dalam dan di luar negara.
Oleh yang demikian, ahli-ahli Alumni PTD mempunyai pengalaman dan pandangan yang luas serta pengetahuan dan kepakaran dalam pentadbiran dan penggubalan dasar kerajaan. Mereka ini sentiasa bersedia secara sukarela untuk berkongsi dan menyumbang pengalaman ke arah kepentingan dan manfaat kerajaan dan masyarakat, melalui Persatuan.
Mesyuarat Agung Tahunan pertama (AGM) telah diadakan pada 5 Mac 1991, dan Almarhum Tan Sri (sekarang Tun) Abdullah bin Mohd. Salleh dipilih sebagai Presiden pertama. Beliau berkhidmat sebagai Presiden selama enam tahun sehingga 1997. Selepas itu, kepimpinan Alumni PTD diambilalih oleh Tan Sri Dato’ Sri Sallehuddin bin Mohamed, sebagai Presiden kedua Alumni PTD dan telah memimpin Alumni PTD selama 24 tahun (1997 – 2021). Kini, mulai dari Disember 2021, Tan Sri Abdul Halim Bin Ali telah dilantik sebagai Presiden Persatuan Alumni PTD yang ketiga.
Sehingga kini, Persatuan telah menganjurkan pelbagai program dan aktiviti, untuk kepentingan serta manfaat ahli-ahlinya dan juga negara, seperti Majlis Perjumpaan Tahunan, Ceramah Kesihatan, Syarahan, Forum, Seminar dan Bengkel mengenai isu-isu semasa, Lawatan Sosial Keluar Negara, serta kegiatan riadah, seperti pertandingan golf sesama ahli, bersama Bekas Pegawai Polis DiRaja Malaysia, Bersama Bekas Pegawai Angkatan Tentera Malaysia (RAFOC) dan pegawai-pegawai Perkhidmatan Tadbir dan Diplomatik yang sedang berkhidmat.
Manakala, untuk sama-sama menyumbang bagi kepentingan Perkhidmatan Awam, Alumni PTD sentiasa aktif dengan menyampaikan beberapa memorandum kepada pihak Kerajaan sejak daripada tahun 2009 hingga kini. Di antara Memorandum yang telah disampai dan diserahkan ialah, Hasil Rumusan Forum Ekonomi Alumni PTD 2010, Cukai Barang dan Perkhidmatan (GST) 2010, Hala Tuju Perkhidmatan Awam Bagi 5 Tahun Akan Datang 2013, “11th. Malaysia Plan: Are We in the Right Direction” 2015, Memorandum Bersama Semakan Kadar Pencen Untuk Persara 2016, Forum “Public Service Delivery: the Auditor-General’s Report 2015”, Syarahan Perdana “Public Servants & the Constitution 2016” oleh Emeritus Prof Datuk Dr Shad Saleem Faruqi, Forum “Aspiration for TN50 2017, dan Memorandum kepada YAB Perdana Menteri Malaysia “The Public Service – Some Considerations For Change’, 2018, Pada tahun 2019 pula, Alumni PTD telah mengemukakan 2 Memorandum kepada pihak Kerajaan berdasarkan kepada hasil bengkel Kumpulan Kerja Alumni PTD, iaitu “Recommendations for Strategic Economic Thrusts Budget 2020”, dan “Strategic Direction for the 12th. Malayasia Paln, 2021-2025.”
Bagi memeriah Sambutan Ulangtahun Jubli Perak Alumni PTD pada tahun 2014, Alumni PTD telah menganjurkan beberapa siri Pameran “Transforming the Nation – PTD through the Years: Iconic Moments“ di Hotel Istana, “MY Story: Transforming the Nation” di Galeri Petronas dan “Detik-Detik Bersejarah: Transformasi Negara” di Jabatan Arkib Negara telah diadakan.
Alumni PTD juga telah menerbitkan 2 buah buku mengenai Perkhidmatan Awam, iaitu: “Service Par Excellence” oleh Datuk Wan Mansor Abdullah dan “At the Forefront of Nation Building: Perspectives from the Administrative and Diplomatic Service” oleh Sheena Gurbarkhash dan Fiona Ghaus. Kini, Alumni PTD sedang giat mengusahakan sebuah buku “Coffee Table” yang bertajuk “From Federal House to Putrajaya” bersempena dengan Sambutan Ulang Tahun Ke-100 PTD pada tahun lalu.
Disamping itu, Alumni PTD juga telah menerbitkan Buletin pada setiap tahun bagi menyampaikan maklumat dan berita semasa kepada ahli-ahlinya, dan masyarakat umum yang berminat. Selain dari penerbitan Buletin, Alumni PTD juga telah mula menerbitkan ‘Perspectives’, sebuah penerbitan yang berbentuk jurnal mulai tahun 2021.
ALUMNI ASSOCIATION OF ADMINISTRATIVE AND DIPLOMATIC OFFICERS
Alumni Association of Administrative and Diplomatic Officers or PTD Alumni and Registration No. PPM-003-14-19041989, was registered on 19 April 1989, is a non-governmental organization composed of retirees or former officers who have served in the Administrative and Diplomatic Service, known initially as the Malayan Civil Service ( MCS). The Administrative and Diplomatic Services, are generally considered to be the main services in the Malaysian government.
The association was established to enable former PTD members to meet and continue to cultivate close relationships as well as carry out activities of interest to them, especially in matters of economic and social welfare. A more important goal, however, is to provide a platform for members to continue to serve the country and society, including providing assistance in the implementation and achievement of government policies, strengthening the relationship between the public and private sectors, and providing insights and opinions that honest as well as constructive as valuable feedback to the Government today, and also provide expert services if required.
The Association now has more than 700 members, most of whom have served more than 30 years in the Civil Service and many hold various senior administrative and leadership positions within the Government. This includes at the levels of Ministries, State Governments, Federal Departments and leading International Agencies and Organizations at home and abroad.
As such, PTD Alumni members have extensive experience and insights as well as knowledge and expertise in government administration and policy making. These people are always willing to volunteer to share and contribute experiences towards the interests and benefits of the government and society, through the Association.
The first Annual General Meeting (AGM) was held on 5 March 1991, when Tan Sri (now Tun) the late Abdullah bin Mohd. Salleh was elected the first President. He served as President for six years until 1997. After that, the leadership of PTD Alumni was taken over by Tan Sri Dato’ Sri Sallehuddin bin Mohamed, as the second President of PTD Alumni and has led PTD Alumni for 24 years (1997 -2021). Now, starting from December 2021, Tan Sri Abdul Halim Bin Ali has been appointed as the third President of the PTD Alumni Association.
To date, the Association has organized various programs and activities, for the benefit of its members and the country, such as Annual Meetings, Health Talks, Lectures, Forums, Seminars and Workshops on current issues, Social Visits Abroad, as well as leisure activities, such as golf competitions among members, with the former Royal Malaysia Police Officers, the former officers of the Malaysian Armed Forces (RAFOC) and now serving officers of the Administrative and Diplomatic Service (PPTD).
Meanwhile, to contribute to the interests of the Public Service, PTD Alumni have always been active by presenting several memoranda to the Government since 2009 until now. Among the Memorandums that have been presented and submitted are, PTD Alumni Economic Forum Summary Results 2010, Goods and Services Tax (GST) 2010, Public Service Direction for the Next 5 Years 2013, “11th. Malaysia Plan: Are We in the Right Direction ”2015, Memorandum with the Review of Pension Rates for Retirees 2016, Forum“ Public Service Delivery: the Auditor-General’s Report 2015 ”, Inaugural Lecture“ Public Servants & the Constitution 2016 ”by Emeritus Prof Datuk Dr Shad Saleem Faruqi, Forum “Aspiration for TN50 2017, and Memorandum to YAB Prime Minister of Malaysia” The Public Service – Some Considerations For Change ‘, 2018, Meanwhile, in 2019, PTD Alumni have submitted 2 Memorandums to the Government based on the results PTD Alumni Working Group workshops, namely “Recommendations for Strategic Economic Thrusts Budget 2020”, and “Strategic Direction for the 12th. Malaysia Paln, 2021-2025.”
To celebrate the Silver Jubilee Celebration of PTD Alumni in 2014, PTD Alumni have organized a series of Exhibitions “Transforming the Nation – PTD through the Years: Iconic Moments” at Hotel Istana, “MY Story: Transforming the Nation” at Petronas Gallery and “ Detik-Detik Bersejarah: National Transformation “at the National Archives Department was held.
PTD Alumni have also published 2 books on Public Service, namely: “Service Par Excellence” by Datuk Wan Mansor Abdullah and “At the Forefront of Nation Building: Perspectives from the Administrative and Diplomatic Service” by Sheena Gurbarkhash and Fiona Ghaus. Now, PTD Alumni are actively working on a “Coffee Table Book” entitled “From Federal House to Putrajaya” in conjunction with PTD’s 100th Anniversary Celebration last year.
In addition, PTD Alumni has also published a Bulletin every year to convey current information and news to its members, and the general public who are interested. Apart from publishing the Bulletin, PTD Alumni have also started publishing ‘Perspectives’, a journal – type publication starting in 2021.
